In 1970 when I cert'ed with SSI, it was the same way. Skills done for the first couple of times in OW where done how they were done in a shallow pool, on the bottom on your knees. The instructor did it that way, to show you how he wanted it done. Two years ago when I recert'ed with PADI, it was the same thing, for the same reason. While pilots and divers are apples and oranges, a pilots first cert is not a cert that says they know everything, it's just one more step in the learning process. I do wish dive training were as strict today as it was in 1970, but it aint. One thing is true though, beginer divers know as much today on day one as they did then. On average, most are just clueless.
