Renew/recert has to go hand in hand with greatly improved "primary education" for it to have any clout or merit or worth. As long as basic is as assembly line as it is now, expiring cards will stay expired for the majority of average sport divers; divers who know that the tropic resorts and liveaboards they vacation to once or twice a year give freebee refreshers regardless the status of their certification. Wanna know the direction expiring C cards will go...follow the money. If it becomes cost effective for agencies and shops, it'll happen. But NOT for the purpose of improving overall proficiency and safety. Sad but true.
