SSI still has this system, but it is not a merit badge system as MHK proports below. It specifies a divers number of dives and the year he was certified on his c-card. As the diver gains more experience, a sticker covers up the old logged dives printed on the card (or a new card could be ordered). What matters is that a dive operator can quickly ascertain the level of certification and experience by simply looking at an SSI card.
