Doesn’t it all come down to the instructor, the way classes are taught and the content of the information? The easer the instruction gets, the more of these divers we as dive masters have to go and get in the kelp or down current.
I know that I have never had to assist an LA County ADP diver. However, the three big citification-issuing authorities are full of divers that can’t get them self out of the water, let alone kelp (on the surface) or current. It seams to me that the emphases is be placed on revenue and not diver competence and safety.
