I think Frank's mistaken / full of BS (pick one). I have been diving with Truth Aquatics since it was just the original TRUTH, and was on the CONCEPTION just 3 weeks ago, and I can tell you that there was a check of every diver before the boat moved every time. It's not obtrusive, Frank may not have noticed it, but someone makes sure everyone - by name - is aboard before the boat moves. They don't do it after every "dive" because there is no "dive" as such. There are gate times. You dive when and how often you can / want. They are not there to babysit -- remember that whole "personal responsibility" thing we were just talking about? For my money, TA has the perfect balance between "safety consciousness" and "personal freedoms" of any operation around.
