Mike, I took the liberty of forwarding your post to a close friend of mine, Don Dornan, brother of the ex Congressman Robert K. Dornan. Don is extremely well connected politically and, of course, he's a staunch Republican. I'll forward his response. Don's also a diver. He directed the L.A. County film "Depth Trap" I was in which was instrumental in keeping the County from inacting scuba legislation back in the mid 70's.
