i doubt that the wreck would be under private ownership. If it is not anyone's private property, i don't believe that there is any way that divers, fishing boats etc could be kept off, regardless of their attitudes and practices, unless there is some special legislation that accompanies the project. Which leads me to ask the question: who is in charge of the waters immediately surrounding the oil rigs??
