As someone said previously, the shark was apparently stalking the yellowtail and may have been opening its mouth to grab one of those. I just don't think you can determine the shark's intent.
That said, I don't blame the diver for shooting the shark. If nothing else, it was probably a defensive reflex. I would have done the same thing.
