I dont know if that is just a coincidence or not, but 130' is the max safe dosage limit for N2 narcosis in advanced nitrox classes for tech diving. I have read that 130' was arbitrarily chosen as a limit for air dives, but the N2 narcosis at that depth does become severely limiting.

I agree with you that 130' is too deep to safely dive on air. G.U.E. also stipulates that anything over 100' depth should be Trimix territory. G.U.E. and D.I.R. agree about that.
