They set the rules of how they can be distributed. And if "reefing" is part of the mix of disposal methods, then we can get them made available under federal programs. It will probably allow for grants and partial funding to assist local placement of the reefs. It is a cost savings for the government to reef the ships in the long run.
So we need to have our federal government support ships being made into reefs that enhance the environment.
