You are a heard guy to figure out... On the one hand you offer up theories about isobaric counter difusion, mammalian reflex's and debate with Kendall oxygen narcosis and the Meyer & Overeten rule so I assumed that you had the basic understanding of the difference between RMV and SAC..
SAC rate means your SURFACE Air Consumption rate, in other words your breathing rate at the surface
which doesn't do you a helluva lot of good at 100'..
What you need to do is convert your SAC rate to your Respitory Volume per Minute while at depth. RMV... This is how you plan to see whether or not you have sufficent gas to do a dive and my understanding, at least used to be, taught in basic open water classes..
SAC
------------------------------- = RMV
( tank pressure/ Tank CuFt.)
