so all we have to do is quit feeding the dead zone off of Louisiana and turn the stuff to compost and mulch instead. There are some highly successful pilot programs in India among other places (man, one o' these days i gotta get to India and spend a year trekking from the mouth of the Indus to the base of Everest). Of course, this will enhance the sustainability of existing agro-ecosystems, and distribute the true cost of local food production to the consumer (assuming cogeneration, low-input-sustainable-agriculture, composting etc even results in a cost, rather than a net increase in efficiency, and hence, reduction in prices under a free-market mechanism) It still is rather pie in the sky, kinda like Bubba Dubya's missile defense system. It is grandiose, sweeping and utterly lacking in specifics and case studies. Many other grandiose federal and UN pronouncements follow a similar pattern. Show us the money...er, compost!
