Without knowing all the necessary facts I would have to take an different point of view.. If for example, he lives in Cayman, or Florida or some such warm and cozy place I think taking a refresher there is a less than optimal idea than taking it in an environment that is substantially more hostile.. I would agree that taking there versus taking it nowhere is a better idea..
Howver, I would caveat my comments by saying that with his limited experience to begin with, coupled with his hiatus of 7 years he will be in for a surprise when he gets in cold water, kelp, currents, 7 mil wetsuits with significant weighting issues and rented gear... Our environment is amongst the most challenging in the world and as such should seek out a local shop for his refreasher...
