For scuba, you really need a watch with 200 meter rating (660 feet). You're never going that deep (or even close to it, hopefully) but in my experience anything less will probably leak sooner or later.
The most inexpensive option is Casio's G-Shock line, which can be found for about $45 if you shop around (Frys Electronics usually has them cheap).
If you want something that looks a bit more fashionable (i.e. analog vs. digital) there's Citizen's Promaster for about $140. I've had mine for four years and +/- 300 dives with no complaints.
