Under the PADI standards (generally, a max of three countable dives per day), you could complete the open water portion of the OWD and AOW courses in three consecutive days, provided that all class and confined water work had been completed ahead of time.
"Could" does not mean that anyone is actually doing it in California. If no one does it, who cares what could be done?
