I always crack up when PADI, and there defenders, start the two step..
On the one hand they want to relentlessly promote that they are the *leaders*, they are #1, and that they *teach the world to dive*..
Then when confronted with the obvious obliteration of any meaningful quality control issues they start citing obscure and self-developed statistics that will tell you how safe they are.. They have lead the way to short, cheap and quality lacking training, but have cast the impression that they care about safety.. They care about # of certs they issue and they let the lawyers worry about defenses...
