I've dove the Philippines several times, however I have not made it to Coron Bay yet, however based here are two operations recommended by a friend who is a DM there. You'll find the diving there great, especially for the price. Dynamite fishing has taken a terrible toll on the reefs, but you can see some great stuff. Coron is supposed to be in better shape than Truk and not as deep, so they claim. Safety is an issue, I would personally wait a few more months. Best diving season is Mid March - Early July, but you can dive outside that time, but you could get trapped by tropical storms.

Both of these operations support both rec and hard-core tech if that's your bag.
