At Pt. Lobos there is a strict reservation system. This system was imposed by the site managers. It is the general opinion of the dive community that the reservation system at Pt. Lobos is an administrative convenience that limits divers in the Reserve at this population location.
Gerstle Cove is a Reserve in Salt Point State Park (Sonoma County). While no "take" is allowed at Gerstle, there are no limitations on diving. The shop I work with does classes there. (Our classes sound a lot smaller than SoCal classes!) This is a relatively unpopulated area. Locals have very good relations with the Rangers and lifeguards. I always make a point of talking with them when they are not busy.
