Don't confuse the general legislative authority (which is what you've quoted from the website) with the specific proposals for the marine reserves.

In other words, DFG has been granted the power and authority to restrict access (including diving) should they choose to do so. But in the actual proposals for the 24 areas, they have not gone that far and have only proposed to restrict recreational and commercial fishing, as well as anchoring at Farnsworth.

It's easy to see how this confusion can develop because on the website, they start by stating their general authority and then get into what the specifally want to do.

If someone sees anywhere in the individual proposals where they are proposing a "no diving" edict, please point it out. I didn't see that when I read through them last night.
