This is info from Tom Turney at CCD that went out recently:

After a request from Steve Madaras of the Catalina Mooring Project, a non-profit corporation created to place moorings around Catalina to preserve the Island's underwater habitat, CCD has volunteered to assist with the project. CCD will be joining other institutions, including the LAPD, Aquarium of the Pacific and the Los Angeles County Sheriff's Department, and will pitch in to install and maintain moorings around Catalina. The sites that CCD will likely maintain are those close to our research sites. So far the Catalina Mooring Project has installed only a couple of test moorings, but plans include installing moorings at approximately 60 sites around Catalina. As soon as the final approvals are received from the State of California, the project will swing into full gear and there will be a big requirement to provide divers to support CCD's commitments to the project.
