A diver was telling me recently that you have to have a commercial permit to take urchins (even for personal consumption). He says only 60 or so of these permits are issued in the whole state. (I guess that's why there's a bazillion urchins and no abalone).
Sounds fishy to me but I'm not a fan of uni so it doesn't really matter to me one way or the other. Just curious.
