Look at the Point Lobos Marine Reserve.

The diving area is limited to Whalers Cove and Bluefish Cove, no more than 30 divers are permited per day. All other areas of
the Reserve are closed to diving.

Snorkeling is not permitted at China Cove or Gibson
Beach.

The Reserve's closing time is 5 P.M. in the winter, 7 P.M. in the summer.

No night diving.

This can happen to other reserves.
Do not allow more examples like this to be created. You are closer than you think to being regulated to diving only with a confirmed reservation and in even more so, in limited areas.
