You might want to try Bahia de Los Angeles, about 400 miles down, there is some great diving down there. It's a rough ride, (say 12-14 hours), but I think it's worth it. You can camp at one of the local sites, was $3 a night 2 years ago. I'm not sure if you can still get fills, we brought our own compressor, but there was a guy doing them for abou $5 each. Bring a boat or kayak for the best diving.
Of course La Paz can't be beat, and this is a great time to go. I like Baja Expeditions, did 2 trips with them in 2000.
