As the now cliche goes, "follow the money". Primary revenue stream is from sport fishermen, not the average two clicks from broke scuba divers.
Another mountain to climb getting ships sunk locally is a F&G contention that artificial reefs draw marine life away from natural habitats, thus upsetting and adversely affecting the "natural" marine environment. A brain dead contention but a powerful influence on the powers that be who don't know or understand squat about the marine environment except what they're told by F&G "experts" and marine environmentalists.
