In California, you can't have a property right to fish in the ocean merely because you own the adjacent shoreline. Individuals don't own the ocean, the ocean bottom, or fish swimming in the ocean. For many reasons, both historical and geographical, the law with respect to rivers and streams is different from the law applicable to the ocean.
