I was trying not to be polemical(is that a word?) but rather to set context based on recent threads for my question.

My personal view, since you asked, is that "content" goes beyond what's in a book or a cd. That's why an degree from Harvard carries more weight, and cost, than a degree obtained via correspondence course. The "content" as measured by materials may be similar, but the end product is not. By lowering the requirements for skills, dives, experience and (editorial here) fundamental competence from OW through OWSI training, PADI, like so many other agencies, has "denuded" or "diluted" the value of the whole program. I suppose it would be corollary to say those who don't see that may be "deluded." :-)
