As I recall when the Coasties were giving us some guff about the membrane being aboard I did some research on O2 and cleaning. There is something in the CFR's in both OSHA and the Coasties sections regarding O2 filling and cleaning. Will look in the AM and get back.
Coasties most of you don't have to worry about but a shop does have to deal with OSHA and local authorities. Ask the shops in SD about O2 and providing fills..there is only one left standing doing PP.
