Contact PADI Quality Assurance Department (main phone is 800-729-7234) and file a formal complaint. PADI will investigate and take action if PADI determines that the folks that supervised your dive are in violation of safe diving practices.

In the US, PADI members are required to file an incident report form when an accident occurs. In other countries they may not have that requirement. But for a DM, an instructor, or a shop to remain a member of PADI, they have to adhere to certain rules of conduct and professionalism. If the DM is incompetent as you state, then he should have his certification yanked.
