I don't think there's any argument that Nitrox is safer to
use at "recreational" depths than air. I use it whenever I can get it.
But it's not going to become the gas to use all the time
until it can be produced more cheaply, and that's not likely
to happen. Air is $3 here, Nitrox is $8-12. For many people, Nitrox isn't THAT
much safer to warrant the extra 25-30 bucks on a dive boat, or the hassle
of bringing multiple tanks on board.

So, it's not an issue that needs resolving. Some can afford it, some
can't. Air is cheap, safe at rec depths, and you can
get it anywhere. All of course, MHO.
