The only way I know to do it is that you keep stepping up the public pressure and you encourage change from within.. PADI has deaf ears until they start having their own start griping.. I refused to renew my DM with them a few years ago and I did so with a letter explaining why, I even offered a sample letter for those that wanted to follow me, if that kind of internal pressure continues they'll be forced to change.. But until it hits them in the wallet they won't change..
It has to come from within, I just provide the fodder ;-)
