You have taken a selective snip and extrapolated that according to Dr. Hamilton Nitrox isn't *safer* then air..
First off, I disagre that that is what Dr. Hamilton concludes, in fact, given that his nickname is the Father of Nitrox, I'd be hard-pressed to find anyone that shares your view..
Now before we get into splitting hairs about the definition of *safer*, please read my post to SLANG because I believe it cover's your concerns...
