Most shops use partial pressure techniques for filling Nitrox. It is the simplist and cheapest way to fill oxygen enriched air. In this case 100% oxygen, or close to 100%, is likely to end up in you cylinder before air is added to delute the mixture. O2 cleaning is required for these types of fills.
