Your thinking is correct, but if you couple in the hassles of people trying to get med or av grade o2 from the vendors, that o2 becomes much more valuable. All that is needed is to get a vendor to work with divers.
It is also much safer to add 100% o2 to a diluted mix. I think it all really comes down to where one gets their o2 from.
