A referral student is one who has not completed their OW certification. Some people will not complete their course work for OW with their initial instructor. Rather than start over in the classroom and pool, they can be referred to a new instructor who takes over where the last one left off. In that case the "Scuba Review" is used as a method to check skills learned to date.
A true Scuba Review is done with an already certified diver who wants to refresh their skills.
