The diving around here, especially in the Southern Channel Islands, is just excellent all fall and through most of the winter(until the winter storms hit) The best time of all is to go during a mild Santa Ana condition. I did a boat dive off of Catalina in the middle of December last year and it was the best conditions I had all year. The seas were flat, the vis was great, and the water temp moderate (low 60's). Best of all, it was sunny and warm topside.

To answer your other questions; yes, the boats run all year, but mostly only on weekends or on extended, multi-day trips during the week. Depending on where you dive, the temps can be as cool as the mid-40's, but mid to low 50's is more common off of Catalina.
