True, but if a shop is able to fill any tank with Nitrox up to 40% that might encourage more divers to become certified in its use who otherwise would hesitate due to the expense of dedicating his/her tanks, thereby increasing the use of Nitrox which ultimately would be cost effective for the shop(s), and this has got to be the longest sentence I've ever posted ;-)
