My guesses were:
a) Sea trials of the Navy's new submarine equipped with noisy engines so fishing boats can hear it coming.
b) Residents association's network of underwater speakers that encourage divers to dive in Newport Beach.
c) Laguna Beach Police Department's new sonar system for locating and ticketing solo divers.
Seriously, I guess it must have been a boat or a jet ski. It was strange that it circled in the same small area (from 8-11 p.m.) and carried no lights, because we couldn't see it when we were on the surface.
