Karl, there were a number of companies that had horse collar BC's. The jackets came along in 1975. Both Seatec and Scubapro had one out about at the same time, the Scubapro was a single bladder Jacket(which I think they patented the single bladder design) and the Seatec had an outer shell and a inside bladder. There were jacket style BC's out in the mid 60's.
