you cant go wrong as long as you stick to Zeagle or ScubaPro or Oceanic. They arent cheap however. You can always rent a B/C until youre ready to buy a really good one.

for west coast diving the bigger the bladder the better. my wings on my Zeagle are 85 lbs. that is a special order part called the Big Bertha.

Mace is right about fit. That is probably the most important consideration, after price and bladder size. The Zeagles and ScubaPros are adjustable so you have some leeway to make them fit perfectly once you buy into the right size to begin with.
