It's almost totally subjective: what's necessary for me would be unnecessary for you, and vice versa. A speargun, fish stringer, and game bag would be unnecessary for me, a rock pick, crow bar, and tool bag unnecessary for you. It's a personal decision that no certifying agency or holistic philosphy can or should mandate. Just common sense developed through experience.
