About 12 or 13 years ago I acually asked for an opinion from Fish and Game about diving for lobster on Hookah. My concern at the time was a safety issue (overhead enviornement). I was told that I could NOT use hookah but that I could tanks and a manifold and a hose.
Since this is a pretty old opinion, you might want to call them or drive over to Los Alamitos and personally ask a warden for a current ruling.
