Nobody in the world could swim 400 yards in less than 10 minutes towing a diver. Get real, the swim test is 10 minutes or less in a swim suit on the surface and 100' underwater on one breath hold unless those standards are now shot to hell also.

In a perfect world sure, but that's too expensive. This test is tried and true and seperates the men from the boys/women from girls, quickly cheaply.
