I'd suggest the Reefdivers, of which I occasionally am with. www.sfreefdivers.org. They meet on the third Tuesday of every month in the Presidio. An activity in the mid Fall you might find interesting coming from Europe is snorkeling down the river in the central valley as the salmon swim up to spawn.
the Rainbow Divers might also be a good club. I only know it indirectly.
As for swim training - the most popular spot in town is the Aquatic Park in front of Garradeli Square. It is a semi protected spot in the bay where swimmers and triathletes go to train. Some in wetsuits, many not. (Water temp right now is about 16-17C) The Dolphin Swim Club is based on the eastern end if you want facilities like warm showers and lockers. You can join, or pay a $6.50 day use on Tuesday, Thursday, and Saturday. I generally just park outside and use the cold shower myself.
