Karl, when towing two divers behind one scooter you need the second diver to be in the first divers slipstream. To do this, the second diver being towed will lay his/her head on the lead divers butt, or close to, just behind the tank(s)otherwise they will create excessive drag.
This can also be done by the second diver holding onto the crotch strap in between the lead divers legs but this will more than often often rupture the lead divers %@&(%@$.
