When manufacturers send a requested product in for testing, you can bet your bottom dollar that it's not going to be in "off the shelf" condition.
The item will be gone over with a fine tooth comb & tweaked for the highest possible performance.
Many shops sell their regs as received from the manufacturer; the better shops will bench test & adjust if necessary.
