The explanation is simple: When they rate the pressure resistance of a given watch, they measure the static pressure only. In other words they simulate it lying down in fresh water at given depth. It's very unlike real diver who is moving and his watch is moving and experieneces more pressure than just the part caused by water column. + it's salt water out there.
