The Navy sends ships to "show the flag" at inlets like the Chesapeake and New York Harbor at times like this to help give people there courage. if a Carrier then needs to, it can launch sorties from there also, to provide air cover, or to react quickly to another threat, even though the planes would probably not return to the carrier afterwards.
