Possibly temporary.
You must have picture ID and your bags must be searched to board a vessel for hire.
These are new requirements and responsibilities of the captain of the vessel, listed in a letter we received at the landing from Coast Guard Station Long Beach.
May have more info tomorrow after I get to read it myself, some fishing boats in SD left people on the dock today who did not have an ID. Certification card is not considered identification.
