Experience with bad finishes on ScubaPro (Faber) 95's

Does anyone have experience with the SP (Faber) Tanks and oxidizing or 'rusting' below the paint surface without obvious seawater intrusion points? Ie that paint bubbling effect...? It appears to be a manufacturing 'flaw' in the paint application process.
