IMHO, its neither, Its the diver. The difference is that DIR divers, with exceptions, will absolutely not dive with typical rec divers, whereas a typical rec diver has no problem diving with a "DIR" diver. Quite regardless of the fact that their reputation straddles the border between specious and suspect in some cases.
